The safety effort relating to the LNG plant is an ongoing process where we constantly endeavour to make the plant as safe as possible. Our focus is kept on building and further developing our employee’s competencies to ensure the plant can be operated and maintained in a satisfactory manner. The main risk related to the activity is a potential gas leakage either during the gaseous phase or during the liquid phase.
Could LNG ignite?
In order for LNG to ignite, it needs to evaporate to natural gas and the gas air ratio must be right. It is also necessary for an ignition source to be present for the gas cloud to ignite. Under these conditions the natural gas could ignite and a fire could arise that would burn right back to the leakage point.
How is a possible leakage discovered?
Detectors and other systems at the plant monitor and detect leakages or spills and will notify personnel at the plant of these matters.
How is a potential leakage handled?
If a leakage is detected at the plant, the operating personnel in the control room will make an assessment of how to handle it further. The public emergency services will be notified. The operating personnel will concentrate on saving human lives, safeguarding the external environment and regaining control of the situation. In the event of a major incident we have procedures to ensure that all or parts of the plant will be isolated and depressurised. Depressurising is achieved by means of the flare. At the same time the operating personnel will consider using water cannons to extinguish/cool down and possibly make use water curtains to manage a non-ignited gas leakage.
Is Skangas LNG Production prepared if something were to happen?
We keep a high focus on being able to handle risks at the plant. Key parts of our activity are linked to drills and training in important operating tasks, such as HSE, processing technique, fire protection and first aid. The company is bound by the industrial safety provisions and a separate industrial safety system is in operation at the plant. We work closely with health services, the police and the fire brigade related to emergency preparedness. Major and minor drills and exercises are part of this continuous cooperation.
Emergency preparedness plan
The company has its own emergency preparedness plan which specifies responsibility and duties during potential events at the plant. The operating personnel’s most important duties during an undesired event is to:
- Obtain an overview of the situation
- Operate the plant and the system in accordance with the procedures governing the event in question
- Notify in accordance with the notification list
- Initiate any emergency preparedness measures
- Receive and supervise the emergency services
When the emergency services arrive, the police will act as onsite commander for further action. On the basis of information provided by the operators at the plant, it is the public emergency services that will make the specific decisions on how the situation outside the plant is to be handled further.
What happens during an event?
If an event were to occur at the LNG plant, the siren will sound. Pulsating signals will be heard. This alarm applies to the personnel inside the plant.
During certain weather and wind conditions, the alarm will be audible in the Tananger area, but no particular action is required if the alarm is sounded.
The emergency services may order an evacuation of areas close to the plant, or they may place other restrictions on activities near the LNG plant for a period.
Special procedures and notification of routines have been prepared for the International Ferry Terminal due to its proximity to the LNG plant.
